Abstract

The Environmental Protection is considered a public service, and especially the government, from the seventies of the last century; and well recognized in the European Treaties and the Spanish Constitution of 1978. But sometimes, for various reasons, the public authorities do not use their typical police powers, but prefer not force citizens or firms to perform certain actions, then using the so-called market instruments, stimulating character, and complementary public purposes established by the Environmental Planning. Among these, and in addition to the policy of nature protection, called out the Land Stewardship, whose history, both in other countries such as Spain, other similar instruments and the current system are the subject of this paper.
