Report of the Seminar on the Reforms of Public Procurement Legislation

The seminar held on June 30, 2011, at the University of Zaragoza, addressed recent reforms in public procurement legislation, highlighting the impact of European Union law and national measures to tackle the economic crisis. The presentations covered topics such as the implementation of new administrative remedies, the establishment of specialized courts, and the adaptation of state and regional regulations. Key reforms, such as Law 34/2010, which aligned procurement procedures with European directives, and Law 2/2011, which introduced changes to enhance transparency and efficiency in public contracts, were analyzed.
José Antonio Moreno Molina's presentation emphasized the significance of European provisions in pre-contractual and contractual remedies, while Ana Isabel Beltrán Gómez reflected on the doctrine of the Aragón Administrative Procurement Advisory Board. Her analysis highlighted progress in simplified procedures and the inclusion of social clauses in contracts. Finally, Mayte Lacruz Lázaro discussed the practical challenges of public procurement in local administration, stressing the need to simplify and clarify regulations.
In conclusion, the seminar showcased the transformative role of European law in Spanish public procurement, identifying areas for improvement such as regulatory unification and the promotion of greater transparency and competition. These changes aim to strengthen trust in institutions and ensure the efficient use of public resources.
