The provision actions in Law 3/2009, on Urban Planning in Aragon

Abstract

This paper seeks an approach to the regulation of public equipment actions in the Town Planning Act of Aragon. This is a new technique, though there are precedents in other regional laws, introduced across the board in the Land Act of May 2007, now codified 2/2008 of 20 June, which was developed by the Aragon’s legislator. Its main purpose is to impose burdens on owners in consolidated urban land by urbanization. This paper makes an effort to distinguish the action of urban equipment of the Execution Unit, analyzes the problems of its administration, proposes solutions that balance general and particular interests, studies this figure in the special regimen for small towns and recaps, finally, the fundamental ideas of this figure, some of them embodied in the standard and others that should be enacted.
