New perspectives on comparative civil service career systems

The civil service models from different European countries have undergone a comprehensive reform process in recent years. This process presents common trends, such as flexible management tools, functional decentralization, and a strategic vision in the human resources policy or a higher value of performance. In short, we see, in general, more focused management on performance and greater adaptability of systems. The careerbased systems, which included the Spanish model, haven’t been an exception in this reform process by modulating its traditional elements and adapting to new demands of human resource management in public organizations. This work intends to perform a comprehensive analysis of this process and its principal characters with the aim of providing a comparative approach in the context of public employment reform of our environment.
