This article presents the chronicle and conclusions of the First Forum on the Evolution of the Local Regulatory Framework and the Need for Reform, organized by the Chair of Local Law of Aragón. Held in July 2010, the event explored the challenges and opportunities of local governance in Spain, with a particular focus on Aragón. The first part examined the state and regional regulatory framework, highlighting the need to reduce and adapt basic regulations according to institutional competencies. The second part, featuring roundtables, discussed the reform of Aragón's Local Administration Law, addressing topics such as assets, services, procurement, and local entity financing. Key conclusions include the need for a political pact to stabilize the system, the urgency of simplifying administrative structures, and a review of the municipal map to enhance efficiency and sustainability. Lastly, the article stresses the importance of a new local financing model to ensure the proper execution of mandatory and voluntary competencies, with a focus on citizen co-responsibility and professional management.
