Civics policy in Spanish town councils
between police, social action and civic education

The present study centres on the actions on civil living together and public-spirit that numerous Town halls have undertaken in our country throughout last decade, around which there has been consolidated a política de civismo that has gained force and visibility inside the set of the public policies of municipal responsibility. After exposing some general characteristics to which she answers this policy, are outlined her more significant contributions and some of the objections that provoke the regulations on administrative sanctions of the civic Ordinances. Without prejudice of a global positive valuation of the new impulse started to the matter for the spanish Municipalities, one ends up by concluding the convenience of a major development of the legislative state frame on certain aspects of the public-spirit, so that the municipal actions are provided with a better juridical appoggiatura and a certain homogeneity is guaranteed in the treatment of the most relevant questions.
