Democracy, governance and sustainable development in the new public management

Abstract

The concept of State is questioned for different motives: inefficiency, diversion of power, corruption, public monolithic negotiations influenced essentially by the politics (policy). Between them, very important, this one: the crisis of the value «authority» that the society suffers. For it, the State that traditionally was showing this «role» has met affected.

To avoid «Disenchantment of the State», and with it, the crisis of the institutional organization has adopted the strategy called «Gobernanza». With it one tries to implement a cooperative mechanism in the adoption of public decisions between (among) the holder of the public power and the civil affected organizations.

Alongside this strategy among parties exit other, called New Public Management, which operates within the public organizations in order to overcome the bureaucratic domination and printing capacity to respond to the problems that the government must manage. It want to overcome the accommodation of the public organization through staff participation in management, flexible hierarchy of relationships established.
