Abstract

One of the main problems of Spanish coastal planning is urban planning not done within the criteria established by regional planning. The case of the Valencian Community presents special interest because through the Programas de Actuación Integrada it is ignored the main development system which should guide urban development models, violating, as the European Parliament has stressed, European Community Law and fundamental rights as protection of property.
