The concept of risk and social protection for children in Aragon

We live in the Risk Society. A society characterized and defined by great changes that go through our lives in a constant and rapid way. Two characteristics widely agreed by consensus and admitted as evidence of the so-called post-modern society.
In this world where we live against the clock, man strives to protect himself from catastrophes and from the effects of «those untraceable risks» that, most of the time, are undefined and of an unforeseen magnitude. There are multiple instruments for the prevention, prediction, and treatment of the Risk in all the different areas.
The world of childhood and adolescence and their protection is not unaware of these circumstances; on the contrary, it is immersed in and imbued with the features of this global context. We usually read about the «At Risk Childhood» in the newspapers, or hear about it in different media, or just talk about it with our interlocutors.
The purpose of this article is to try to show the theoretical and practical complexities of a term that, perhaps because of its constant —and sometimes little pondered use— generates more confusion than clarity.
It is obvious to point out that when we talk about «at risk childhood» the meaning of the term itself doesn’t refer us to anything in particular. It must be accompanied by other signifiers that allow us to contextualize the risk and answer questions like:
«Childhood at risk of what?» or «Where do childhood risks come from?»
In an attempt to delimit and give an answer to this last question, the general framework where this exploratory analysis about the treatment of Childhood Risk takes place is the Minor Protection System of the Autonomous Community of Aragón.
A socio-legal perspective allows us to intertwine social and legal variables, two worlds that complement each other, that are a reflection or translation of each other but, at the same time, introduce some nuances that make them different and enrich them.
