Hierarchy as a competence in administrative organization

Abstract

It´s emphasized the importance of the human capital inside the public organization. It´s analyzes to the civil servant, but also to the manager, the power typical of the bureaucratic system and those powers taking part in any organization. And all this in a juridical frame in where is evident the loss of prominence of the person in benefit of the management.
