Abstract

The cooperation among Autonomous Communities in the State of autonomies, the so called horizontal cooperation, presents a distressing panorama. After more than 25 years of autonomous experience, stands out his practical nonexistence and the little that has been possible to advance in this area. And it is necessary to analyze the keys to understand the current situation of precariousness of the horizontal collaboration, which they find in the point of item and the own process of construction of the State of autonomies. We believe there are advantages in this collaboration between regions because it can enhance and enrich the exercise of powers, it can also serve to increase their participation in decision-making and even state to prevent a conflict between CCAA. From a perspective of future, though the horizontal collaboration among CCAA is only in his beginning, it can mean the opening of enormous possibilities in the State of autonomies, directed the improvement of the capacity of self-government of the CCAA.
