Public works concession contracts within the scope of departmental governments in Uruguay

Abstract

In this paper we address the regime of public works concession contracts, in the field of departmental governments in Uruguay. From the point of view of the territorial scope in accordance with article 51 of the National Constitution, we can find concessions in the scope of the State as well as in the scope of the Departmental Governments. And within the latter, according to numeral 8 of article 273 of the Constitution, they can be departmental or local. So from this point of view the concessions can be national, departmental and local or municipal. In relation to the concession of use of goods, at least from the point of view of our Constitution, there are no particularities that deserve to be highlighted in terms of the territorial scope.
