The (much-needed) results audit of the recovery and resilience mechanism

Abstract

The Recovery and Resilience Facility establishes, as one of its fundamental targets, the control and monitoring of the financed projects and their development, linking the receipt of funds to their proper use in order to maximize their effectiveness and efficiency but also with the ultimate aim of achieving an economic development of the States and a reinforcement of their structures that allow them to face future crises with greater guarantees of recovery and minimize their negative effects.

This required control fixes with the performance audit, which extends the focus of analysis beyond legal compliance and the true and fair view of the assets, to verify if the result obtained with the actions carried out is adequate, effective, and efficient and if its impact on its development area and on Society is positive and fix to the targets set. This follow-up analysis required by the Mechanism for its actions must be maintained over time precisely as one of the achievements of the Recovery and Resilience Facility and the national Plan. From the perspective of public spending and its mandatory effectiveness and efficiency, the spending review is shown as a proper evaluation. Besides, other evaluations of public policies should be done to complement it to provide a global vision of the public action impact and result.
