Abstract

This paper offers a critical perspective on the Law of Public Sector Contracts with regards to three aspects: the diversity of contract alternatives, the lack of flexibility of the legislation — that leaves a limited margin for maneuvering to public managers – and the exorbitant powers granted to the Administration.
