The diversity of legal regimes for public employees. Special reference to contract staff

This chapter aims to analyze the diversity of public employees serving in the government. In the first term, it limits the term «public employee», establishes the fundamental characteristics of public officials, and temporary personnel and advising any special trust personnel. It devoted a significant part of the reflections to the Labour personnel, the functions that can be attributed, in contrast to those provided for the civil servants, their separate legal status derived from their characterization as «public employment labor relations» as the Basic Statute for Civil Servants (EBEP) of 2007 and concluding with an approach to the figure of no fixed permanent worker, the result of the jurisprudence of the Supreme Court are now more than a decade, has become consolidated. Throughout the chapter makes several references to development on these issues made by the Draft Law on Public Employment of Aragon.
