Abstract

The recruitment is one of the key processes in any organization. In these processes the government has faced historically, with two major problems. The irregularities of the same that in many cases, have led to violation of the constitutional principles of equality, merit and ability and, secondly, the systems used and their reliability in terms of choosing the best people to the job performance. The Basic Statute for Civil Servants and the Draft Law on Public Employment of Aragon again reaffirm the need to ensure full respect for these principles, whose success largely based on the legitimacy of public employment, and one that incorporates a number of elements whose development must promote notable changes in the selection procedures and systems used, in order to further improve the results of these processes.
