The constitutional framework of urban planning in Spain

In this article the constitutional base of the urban development regulation in Spain from the promotional function of the public authorities is analyzed. The function of the statutory real estate property rights stemming from the functionality of the urban development plan is analyzed. The connection between urban development and territorial organization, the environment, as well as the administrative activity to guarantee adequate and proper housing for the Spanish people as a guiding principle for social policy is also studied.
