Abstract

The text summarizes the 13th Water Law Conference, held in Zaragoza on February 21 and 22, under the title “Citizens and Users in Water Management.” The conference focused on public participation in water management in Spain, examining the role of users, citizens, irrigation communities, and groundwater user communities. Through several presentations, the event addressed public information, water planning, the legal nature of user communities, efficient water use, and the need to build consensus among all stakeholders. The text concludes that participation must be genuine, effective, and aimed at improving the management of water resources.
