Los bancos de mitigación en EE.UU
orígenes y evolución de esta forma de compensación ambiental

EE.UU. es el pionero en la implantación de los bancos de mitigación, primero con los Wetland mitigation banking y bastantes años después con los Conservation banking. Pese a referirse a ámbitos distintos, ambas modalidades tienen en común la búsqueda de no pérdida neta de la biodiversidad, implicando para ello al mercado, cuando el desarrollo de planes o proyectos requieren la generación de daños ambientales permanentes. Su regulación ha ido evolucionando hasta establecerse la preferencia de esta forma de compensación frente a las otras dos posibles vías: In-Lieu Fee Mitigation y Permittee-Responsible Mitigation. En este trabajo se analizan los orígenes y la evolución de estas formas de compensación ambiental.
