This article starts with the existence of a problem of strong institutional disaffection in Spain. Disaffection that is already part of our «hard» political culture but, with sustained multiple corruption scandals in recent years, is being strengthened.Corruption is a major problem for Spanish democracy and generates negative impacts on the economy and Spanish society. The answer is not simple, but the design and implementation of national, regional, local and organizational integrity framework might be an appropriate response. Within these frameworks, ethical codes play an important role. This necessarily requires that, with his writing, are implemented mechanisms for training, consultation, monitoring and even appropriate sanction. In addition, to promote integrity and prevent corruption requires instruments, processes and coherent structures, holistically designed. The Aragonese law code is a first step in that direction.
